Loctite Super glue is not waterproof, it is water resistant. If you want decent super glue try a good model shop, one which specialises in radio controlled models. They will normally carry various types, different strengths etc. If it is butyl rubber then the solution from a puncture repair outfit would be another option, however use it sparingly and apply to both surfaces and wait 'till it almost dry before bringing the pieces together. If you have any spare/scraps try different methods first.
