I don't know the exact wording of the SVA rules for steering columns but the equivalent here in NZ accepted the RAM set-up as collapsible anyway because there is an intermediate shaft and an offset between the column and the rack. In a frontal impact, the intermediate shaft folds rather than allowing the force to be transmitted straight up the column.
