Pilgrim should be able to give you the answer to all of these,
you're right - the max road speed is so they can check your speedo goes round far enough and your tyre rating is right (I think I put in 150mph for this, with ZR tyres and a speedo that goes up to 180 this was fine). The max revs one is so they can work out what revs to do the noise test at - I think I recall they do it at 2/3 the revs that you get peak power output at - make sure this isn't some super-resonant point in your exhaust!! (I think I put in about 4000ish for this - with an underslung exhaust this was no problem too)
