YES the first option would be a submerged type (new tank) at the main tank and forget the swirl pot.
But work at a fuel tank after it was used can be very dangerous and only for specialist.

Remember no matter how much you clean, it will contain hydrocarbons.
Steam blowing (long duration) and always with a hydrocarbons sniffer than you can work on the tank.
Caustic Soda will help to scrub the big part but not all. Please be careful!
