harness mounting bollo#

To comply with SVA on the Ram, my lower outer harness mounting has to be through the sill chassis beam.
I'm supposed to use the body retaining bolt but as this is in fact through a metalastic bush I guess it needs a load spreading plate (as opposed to a washer) to carry the load outside of the bush, and so do away with any chance the bush would have of flexing. Sounds like a fail.
So lets say I drill another hole, I cannot find an 8.8 eyebolt long enough. So the options are
1) use an 8.8 bolt with a lifting eye nut to DIN 582 standard - does anyone know is DIN 582 hard enough?
2) Use a bracket on the mounting bolt with an eye bolt mounted to that. This seem stupid as the bracket will not be 8.8 steel but if its meaty will it pass?
Any comments welcome!
SVA really is seeming more like a stealth tax than anything to do with safety.
