Duh! just drill from the other side of the engine compartment

Although that doesn't solve drilling inside the chassis. I'm still thinking about that. I really need a 6mm drill bit that will fit a Dremel. If I had a lathe I suppose I could reduce the diameter of the bit shank - but I don't have a lathe.
