Couldn't I make it plain from the start that all 1600 tickets must be sold before the draw or everyone gets their money back?

A for the fraud/honesty issue..hey, its me! Trust me Seriously though, I would expect the draw would have to be done at one of the shows on the CRC stand or something in front of all the witnesses etc etc...

Still, the gaming license is a bummer... Maybe that's why Dave Brooks has never done something like this.
