My advice would be post up a link to any adverts that you see and then just sit back and watch the "bun fight"
. After a page or two of posts an anwser will start to immerge as to whether the car is any good and worth the money.
You could also go to some local meets, most people will tell you what they think their car is worth, this will help you decide what you will get for your money.
15 to 20K will get you a reasonable car (you may end up nearer 20 than 15). It is at the budget end but you're on the same playing field at least!
You will probably find that someone is willing to go and look at the car with you.
