Besides, you can't weld steel washers to an ally bellhousing, cast steel (i think) doesn't weld either, but you can braze it which needs more heat, but I may yet be corrected on this point! Whichever, heat = movement = no accuracy.
Dowel pins with interference and slip fits in accurately machined holes are the way to go, which is why I'm having so much trouble!
