What thickness of metal and what type are you hoping to joggle? If it is aluminium and you can do the joggle on a bench (i.e. it's not attached to a car) you can do a short length by simply placing two sheets of the same gauge material at opposites sides of the sheet and joggle and dressing down with a mallet. Steel sheet you may have to work a bit harder but the process will still work.
You can also radius the edge of the sheets being used as packers so you do not get a sharp edge, sharp edges lead to cracks over a period of time.
