Dan,

You may want to swap you light relays around to eliminate that problem. If you main beam comes on when you pull the stalk, the relay being used for that circuit is OK. Swap over and try again. This will tell you if the other relay is working.

FYI, you will need you ignition switched to posn. 2 to get the dipped beam on. You get nothing without it.

As for the fog light, the wiring diagram shows that the fog light is simply fed from a feed off the main loom and not the lighting relays. These relays are only used for the front headlamps. The only thing I needed to do for my fog light was to run a separate earth. It all worked fine after that.

Just make sure that the fog lamp tell tale lamp is also illuminated when switched on. See below for a wiring diagram.
