My Son had a toy steering wheel which he used to spin furiously, making loads of go-faster noises, leaning into all the tight corners, perhaps running the government feels a bit like that. You make all the noises, but when you stop you haven't really gone anywhere.

Going back to the original question, are you looking to work on the engine in the car?
If so, take the lower pulley off and make a tool that bolts on with the three balancer bolts and has a square cut out in it to enable you to put a 1/2" rachet on it. A triangle of 3mm plate should do, you could even weld an old large socket on it to take the rachet head. This will let you turn the engine over without any stress on the bolt head or crank thread.

Do not use the balancer bolt for turning it over. It IS a weak link in the small-block, believe me I have stripped crank threads trying to turn the engine over this way.
