Blue cob on recovery truck

Saw a very sorry sad state of afairs this morning a dark blue cob with two silver stripes on the back a recovery truck at approx 7.30am at the blue bell hill- M2 junction who was it, I went past in the white sprinter, was you sitting in the truck with the driver

I couldn't see the reg, the cob had a quilt over it, which was flapping in the wind enough to see some of the rear, it came on to the M2 behind me towards sittingbourne, it also had a set of shiny underslungs
