Paint advice?

A couple of quick questions chaps :

Firstly, anyone know where I can get aerosol spray 'stone chip' ie. the textured stuff? Halfrauds don't seem to have anything (what a surprise) so I guess its down to mail order.

Second, I think that thanks to Brussels, proper paint has now been banned - or so I think I read somewhere. So, if I go into the aforementioned Halfreuds and buy a can of metallic & top lacquer, is this now all water-based? If so, how different is this to use as compared to the old stuff?
