BIVA Consultation.

Gents,

Had an email from my useful bloke at the DFT, BIVA consultation has now been launched,

Department for Transport - EC Whole vehicle type approval - National approval schemes, techincal requirements and fees

The inspection manual will be ready at the end of June and placed on he internet, I think here.

BIVA Costs

From what i have been reading on the DofT website is that the cost for a KIT CAR SVA will be £540. Is this not in the region of 4 times what it currently costs? The reason given on their web site is that inspecting a kit car can take twice as long as 'normal' car. Cost for a normal car is £280.

The club could comment on this as a collective organisation forms are on the DofT website.

I have concerns given i am developing a bit of a cross breed cobra on a kit from the earlie 80's.

I have started to cut and paste all of the referenced standards into one word document. over 500 pages so far and i am less than half way through the BIVA document. Though if i condence it to onbly the referenced sections it should be significantly smaller. I will make these avalible if and when i get them done.

I would agree whole hartedly that a Guide for Dummies to the BIVA would be a good idea.

I heard a rumour, probably just that.

VOSA want to privatise the SVA centres/testing.
To do this, they would have to substantially increase the fees to make it a commercially viable option.
If you can do 2 SVA tests per day, per inspector and you include the capital expense of the buildings and equipment, then add in the paperwork element........£540 is somewhere near good value really.

So, for the sake of argument, say it takes 4 hours to test a kit car the test station is getting paid £135 per hour for the testers time. The Testers are paid iirc approx £20 per year so about £10 per hour. I know that the equipment and buildings must cost some but they are a sunk cost, and depreciated over 5 years anyway as they are there in any case for normal, non kit car, testing.

Therefore the government is once again reaming out the car enthusiast just 'cos it can.

Where and to whom can we put our concerns about yet another stealth tax?

Tony, sadly you may as well shout at your feet mate; the halfwits in government have long forgotten that they are there to enable US to live OUR lives with the least possible problems and the most freedom. Now they just see us as tax drones. Funnily enough I was told on holiday that the spanish 'mot' is called an IVA, and its a two yearly job; coincidence?? Dunno!

A question arising from a very quick scan of the document Mike posted:

If you look at, for example, the section about fuel tanks, in the "things to apporve" column (rhs) it talks about a tank complying with a prior standard or approval, and asks for the paperwork regarding that.

The worrier in me could construe this to mean that only a tank fitted to a production car could be used, and you would need to know the approvals registration number of it? Any other views?
