Locking wheel nuts...HELP!

I can't get the locking wheel nuts off a car I've just bought. I've found the tool (the green thing in the pictures) but whatever I do with it, I cant get the wheel nut cover off. It rotates, I've tried tapping it in with a hammer but to no avail. Has anybody seen these before and how the hell do they work?

Is there a magnet in the end of the green key? If so it's an improved (Not) version of the ones that were around in the eighties! :}
The idea is that you insert the key, the magnet releases the catch inside, and the sleeve just slides off (Or Not) :} :} Try giving them some more WD40, and gentle persuasion with a small lever behind the sleeve. Also a pair of molegrips on the sleeve with the key in place, and rock & pull at the same time. A pound for everyone i've struggled with over the years, would fuel a cob the a year!!
