The bottom column has what appears to look like bellows but this is not the collapsible portion.If you look at the other end you will see the triangle section that slides inside the outside piece is held with white nylon bushes inside, this is the collapsible section.

Doing this does make the lower section rather wobbly, but so long as this portion is securely supported, then it will get through the SVA. Mine Did. Probably something many moons away but the SVA guy asked about the safety devices on our steering column. The correct answer is that the column is collapsible but also that the UJ's on the intermediate shafts are offset adding the necessary second element of collapsibility.
