If you want to do that (I did, budget and time prevented anything else) you will need to fit V-rated tyres all round.
AFAIK you just need to prove the age of the block, and state the bhp - the latter is not tested but it needs to look plausible.
Your other points on speedo and tyres - all good.
I would call Pilgrim so you have the right numbers - the SBC is significantly heavier than a RV8.

Personally I wouldn't bother bolting it to the rear of the cockpit. It'll jam in anyway once you add the trim in that area, and it'll just be faff when you come to want to remove it....
