Perhaps I am missing something with regards to v5c's as my Cob is registered with a 75 plate and have had to date over twenty mot's carried out by different inspectors...
The mech clearance is between starter motor teeth & flywheel and may need a shim to adjust it if to tight as mentioned by Tinka.
The clearance is fairly critical for correct engagement,

I would check the out of mesh clearance ,most starter motors are about an eighth of an inch.
Also check the obvious things like earth cables etc,

Looks like a capacitor change to me,
Needs to be desoldered and fitted with correct one for the eight cyl.
Also can you read of the capacitor rating uF or pF that's on the side of the cylindrical...

It's me again ,I see you still have no joy with the issue although there is a signal going to the tacho!
If it were me I would disassemble the tacho and look inside for dip / hook...
Another though I've had for your tacho issues .
Sometimes they pick up a signal from a stator winding of the alternator with the correct pulley ,therefore giving correct rpm.
