Reading the consultation report it appears that a lot of it is aimed at closing some of the loopholes in the previous system. The words "Careless Talk" spring to mind

JohnW is right here this is all due to our own fat controller Gormless Gordon Brown signing the latest EU Treaty which amongst many other hidden nuggets means the SVA test as we know it will go in April 09. The new test will be known as IVA which will be more stringent.

Its a clear move towards a TUV type system where cars are tested in a type approval manner. Whilst it will bring around a change in MOT's from 1 year interval to 2 years, that 'MOT' for want of a better description will cease to be a simple safety and condition check, and will also involve vehicles being checked that they are standard compliant specification; (ever wondered why so many SVA's are videod)

VOSA is currently undergoing a feasability study to have a lot of its work outsourced in the future, and one of the more interested parties is Mercedes who are well known TUV protaganists.

The bottom line to all this is each member state government can opt out and continue with exemptions, but IMHO that need serious lobbying from us, the FHVC, RAC. AA, Vintage and specialits vehicle groups.

I can see where youre coming from Dave, but it does wind me a up a little that as a nation we are so good at ignoring problems like this and hoping they'll go away, or just shamefaced accepting it like naughty schoolboys.

Weve all been guilty of letting the ban it merchants (of all political parties) interfere with life for the last few decades, and erode our civil liberties bit by bit until weve forgotten what we have lost; and just allowed more and more things to be banned with little effect on the actual problem the ban was supposed to address in the first place!

I cant pretend to put it any better than a much more learned chap who put a similar issue very succinctly with a paraphrase of Martin Niemoller that went something like this:

'They came first for the pistol shooters, I didn’t speak up because I wasn’t a shooter;
Then they came for the hunters with hounds, I didn’t speak up because I dont hunt;
Then they came for the 4x4 drivers, I didn’t speak up because I wasn’t an offroader;
And then they came for me, and by that time there was no one left to speak up'

But I think we all know how this is going to pan out; HMG propose an extreme solution, some time after we react, then HMG offers a less stringent 'compromise'; in fact its probably the system they wanted to introduce in the first place, but a bit of public poker makes everyone accept it with a sigh of relief; cynical, yes probably..you decide

I'm not saying this is gospel, but one of the changes I heard about was mandatory crash testing for all new vehicles. How many kit manufacturers have the know how or money for that?
