Does it really stop Amateur built deathtraps from going onto the road..?? I dont think so..what it does is test a vehicle for complaince at the time of submission, the Amateur deathtraps come later with retro fit non SVA approved modifications, that will be proved (in time) to be illegal and thus put an end to the UK SVA for kit built cars, and allow Brussels to intoduce (with assistance from the UK insurance companies) "Crash Test" criteria for "self assembled vehicles" I.E NO self assembled kit cars..period.
That the real issue we should be policeing, stop unofficial modifications, before the State does it for us.

There are few "home grown" kit car manufactures here, It's possible to buy a "finished" kit in UK and import it to Italy, it's being done as we speak with a Sumo. If it passes, it will be costly and will not be "Encouraged" by the authorities. The Italians do like their cars, plus they have the roads to use them on, but, they also like regulations.....!!! & Kit Cars don't fit in the scheme. IMHO

Chooge is absolutely correct, I know for a fact that VOSA/ SVA has been concerned about all the "fiddeling" going on in the kit car industry for the past few years but have not had the funds to do anything about it. Well that has changed, they have now been allocated funds to allow them to clamp down on all the messing about that goes on. Several of the major manufactures have allready been warned, and the ulimate sanction being to withdraw all the rights and exemptions that the UK industry enjoys.If that means closing the industry down they will go that far, people have been warned that Brussels will have their way. And dont think that protests about job losses will have any sway, they closed Rover down to make a political point so what chance Kit Cars.

I think there are two different situations being confused here:

Firstly we have the situation where cars that pass SVA are then modified away from "SVA spec" - not sure what can be done about that as you can buy a type-approved production tintop and still modify it legally away from manufacturers original specification (notification to insurers assumed to be done).

Secondly we have low volume manufacturers masquerading as "amateur builders" - and that is the loophole currently being closed. It was only a matter of time.

I still believe the SVA test, "flawed though it is" has been a good thing, and does stop poorly built cars getting onto the roads in the main. The recent issue with badly-welded shortened driveshafts notwithstanding. (pity they missed that one).

Good points well made there Wilf. Also the mod'ing scene is massive in the UK with interior and exterior changes that are wey off the type approval spec. It would be a nightmare to police such changes.
